air valve

Hey Guys
I have a 93 na 2+2. I noticed a few days ago an air valve placed inline that seems to control the idle of my engine from 1500 rpm down to 800 rpm. Does anyone know why this would be added? The airline is located on the driver's side right below the throttle body and goes toward the rear of the car. I did noticed that when the valve is fully open the car runs great and when its turned low it seems a little restricted.
